Attorney General's Awards

(FBOP) - Each year the Attorney General recognizes Department of Justice employees for their distinguished public service. The following Federal Bureau of Prisons employees were among the award recipients at the 70th and 71st Annual Attorney General's Awards Ceremony held on January 31, 2024, in Washington, D.C. Congratulations to both of them on achieving this special recognition and these prestigious awards!

2024 Attorney General's Awards

Attorney General’s Award for Excellence in Administrative Support

Award Winner: Christa A. Butler
Psychology Secretary (now AW Secretary)
Facility: FCI Schuylkill (PA)

The Attorney General's Award for Excellence in Administrative Support recognizes outstanding performance in administrative or managerial support by administrative employees or secretaries.

In her position as Psychology Secretary, Christa Butler demonstrated exceptional service in all facets of administrative support for the Psychology Services Department at FCI Schuylkill. During a staffing shortage of permanent psychologists, temporary duty (TDY) psychologists were utilized to ensure coverage. Ms. Butler developed a plan of action by setting up schedules and providing background and insight regarding specific residents and their mental health needs. This allowed the TDY psychologists to provide appropriate clinical encounters and ensured proper documentation was completed and tracked. This was especially beneficial to the RDAP community, as the program was able to proceed smoothly even without the oversight of a permanent Drug Abuse Program Coordinator.

Ms. Butler also accompanied the psychologists during mental health rounds in the housing units, auditing treatment plan requirements, suicide watch monitoring/follow-ups, and incoming admissions and orientation. She maintained tracking logs for SHU monitoring, clinical contacts, and six-month mental health evaluations. Ms. Butler responded to FOIA requests in a timely manner, audited sentry rosters, prepared documentation for Continuity of Care meetings, and updated the Psychology Advisory List (Hot List), PREA risk rosters each month, and FSA needs assessments, to include residents on the waiting list for Psychology Services programming. She tracked and monitored the MAT list, maintained single-cell request forms, and intake screening referrals. Through her exemplary efforts, Psychology Services was able to continue to successfully operate during the absence of permanent department staff.

The Cubby Dorsey Award for Outstanding Service by a Federal Wage Grade System Employee recognizes extraordinary performance and contributions by wage grade system employees, including laborers, mechanics, and skilled craft workers.

Charles D. Treadway II, Electrical Worker Supervisor in the Facility Department at FDC SeaTac, has demonstrated outstanding service in support of the daily operations and ongoing maintenance programs for the facility. In February 2023, Mr. Treadway was tasked with the planning and installation of additional exterior lighting across the entire perimeter of the facility. FDC SeaTac is a high-rise building and had very limited exterior lighting. The sides contained shadows and dark pockets that could have been used in escape attempts. It was determined that $60,000 would be needed for a B&F project to install exterior lights. Mr. Treadway improvised with a new LED lighting fixture designed for stadium lighting and completed the project for $5,000, a cost-saving to the Bureau of $55,000. Additionally, in an effort to enhance recruitment, he devised a strategy to advertise a “Now Hiring” sign, which is projected on the building by an LED Projector. This sign is visible during the nighttime hours to the Seattle, Washington light rail and local traffic in the area. It has brought positive attention to the building, the facility, and the agency.

Mr. Treadway has proven to be a team player and a dedicated employee. He has reported to work numerous times for power outages that occurred after hours or on weekends to ensure the facility continued to have power. He volunteers his skills to help other Journeymen Foreman in completing projects. During a SHU camera upgrade project, he volunteered to run the conduit for the Communications Technicians, allowing the project to be completed ahead of schedule; and when tablets were distributed to the adults in custody, he collaborated with his colleagues to select a tablet charger location area and completed the entire installation himself weeks ahead of schedule. Mr. Treadway supports Correctional Services by volunteering to fill correctional posts to reduce the number of staff-mandated overtime. He also promotes good relations with local contractors to benefit facility projects, asset maintenance and emergences. He works hard to ensure contractors have positive experiences while working at FDC SeaTac by making sure they enter the institution quickly and assisting them, however he can, to ensure the job is done correctly and efficiently.
