Federal Prison Industries is an integral component of the Federal Bureau of Prisons (FBOP) and the FBOP Director serves as FPI's Commissioner.

Board of Directors

FPI is governed by a six-member Board of Directors (Board) appointed by the President. Per statute, they represent Industry, Labor, Retailers and Consumers, Agriculture, the Secretary of Defense, and the Attorney General. The Board meets regularly to discuss operations, review and approve corporate plans and capital expenditures, and identify and prevent potential conflicts with private industry.

David D. Spears

FPI Board Member, Chair

David D. Spears recently formed a consulting company with a focus on agriculture policy and business strategies upon his retirement from his role as a senior executive of an agribusiness providing grain, agronomy, energy, feed, and risk management products and services. He served in that role from 2009 – 2024. Mr. Spears has spent his career in agriculture, combining experience in both the private sector and public service. His professional career encompasses 10 years in the banking industry, 12 years of policy and regulatory work in Washington, D.C., including as Ag Staff Director for Senator Bob Dole and as Commissioner of the Commodity Futures Trading Commission, followed by 23 years of senior executive management of two agribusinesses. He was appointed to the FPI Board in 2002.

Donald R. Elliott

FPI Board Member, Vice Chair

As Vice Provost for Budget and Institutional Effectiveness at the University of Pittsburgh, Don Elliott serves as a key member of the Provost's executive leadership team, working closely with the Provost's cabinet and the Office of the Chief Financial Officer to strategically plan, develop, and implement initiatives that enhance the overall effectiveness and efficiency of academic and administrative operations. Mr. Elliott is responsible for overseeing various administrative functions, ensuring alignment with the institution's mission, vision, and strategic priorities.

Prior to his time at Pitt, he served as a Chief Financial Officer with the Business Operations team at CliftonLarsonAllen LLP, where he partnered with clients on operational excellence and strategic planning issues and steered financial administration, planning, budgeting, and compliance monitoring efforts.

Throughout his career, Mr. Elliott has held key leadership roles in project management, financial management, global operations, cost optimization, administrative oversight, compliance, and risk management, change management, and strategic planning.

Mr. Elliott has extensive operations and financial leadership experience across a diverse portfolio of industries in the private, public, and social sectors. He has held executive positions at Eaton Corporation (Global Operations Director), Lancaster County (PA) Commissioner's Office (Chief Administrative Officer), Dana Corporation (Plant Manager), Bank of America (Vice President/Program Manager), and Wesley Family Services (Chief Operations Officer/Chief Financial Officer).

Mr. Elliott received his bachelor's degree in economics and a Master of Business Administration from the University of Virginia. He was appointed to the FPI Board in 2002.

Jolene Ann Lauria

FPI Board Member

Jolene Ann Lauria was appointed Assistant Attorney General for Administration in December 2023. In this role, Ms. Lauria serves as both the U.S. Department of Justice's (DOJ) Chief Financial Officer and Designated Agency Ethics Official. She is responsible for Department-wide financial reporting, the annual financial statement, budget formulation and execution, the assets forfeiture fund, and debt management. Ms. Lauria also oversees facilities, procurement, human resources, information resources, policy, and strategic planning and is a key executive liaison with the appropriations subcommittees. Ms. Lauria was the lead executive on the consolidation of seven separate financial systems into a single modern DOJ Unified Financial Management System supporting all 40 components and servicing over 16,000 users. For this effort, Ms. Lauria was honored twice as a Federal 100 awardee, in 2009 and 2015. She also received the Meritorious Presidential Rank Award in 2006, and the Distinguished Presidential Rank Award in 2010. Ms. Lauria holds a Master of Public Administration from American University and is a graduate of the FBI National Academy, Class 252. She was appointed to the FPI Board in 2025.

Lee Lofthus

FPI Board Member

Mr. Lofthus served as the Assistant Attorney General for Administration and Chief Financial Officer for the U.S. Department of Justice (DOJ) from 2006 until his retirement in 2022. During his career at DOJ, he held several senior executive positions, including Principal Deputy Assistant Attorney General/Controller, Justice Management Division. Earlier in his career, Mr. Lofthus served as Chief of the Finance Branch at the Federal Bureau of Prisons. He was appointed to the FPI Board in 2007.

Dee Reardon

FPI Board Member

Mrs. Reardon is the Assistant Deputy Commandant, Installations and Logistics (I&L), Headquarters United States Marine Corps (USMC), Pentagon, Washington, D.C. She is the senior career civilian adviser to the Commandant and across the Department of Defense (DoD) on all I&L and USMC civilian executive matters. Prior to this, Mrs. Reardon served as the Deputy Assistant Secretary of Defense for Logistics and principal advisor to the Assistant Secretary of Defense for Sustainment. Mrs. Reardon reformed DoD Logistics and Sustainment to repurpose funding and improve readiness, secured DoD Supply Chain removal from the Government Accountability Office's High-Risk List, transformed DoD supply and inventory processes and accountability to ensure auditability, and led USMC property accountability efforts resulting in a positive auditor opinion in 2024. She was appointed to the FPI Board in 2018.

Monty Wilkinson

FPI Board Member

During Mr. Wilkinson's 30+ years in federal service, primarily with the U.S. Department of Justice (DOJ), he held various senior executive management positions, including Acting Attorney General from January until March 2021, Director of the Executive Office for United States Attorneys, and Deputy Assistant Attorney General for Human Resources and Administration and Chief Human Capital Officer. Mr. Wilkinson held several senior management positions in the U.S. Attorney's Office for the District of Columbia, served on the staffs of both the Attorney General and Deputy Attorney General, and worked as a trial attorney in the DOJ's Criminal Division. He was appointed to the FPI Board in 2025.

FPI is not covered by the Sunshine Act regarding public meeting access. Nevertheless, FPI's Board of Directors has implemented the following opportunities for the public to access information and communicate feedback concerning FPI's business practices and operations.

  1. A specified amount of time may be allocated during each Board meeting held in Washington, DC, to allow those who wish to address the Board an opportunity to do so.

Administration

Daily operations are administered by five branches that carry out various administrative duties.

CIB

Continuous Improvement Branch

The CIB was created in 2008 and is the most recent addition to UNICOR. The CIB is responsible for championing positive change by applying Lean Six Sigma methods which drives the corporation towards becoming more profitable, efficient and customer-focused.

FMB

Financial Management Branch

The FMB ensures financial data integrity for the corporation, as a whole. It provides relevant, timely and accurate financial reporting and guidance to corporate management and UNICOR's Board of Directors to assist them in making informed financial decisions and cost-effective planning for the organization.

ISPB

Interagency Solutions and Procurement Branch

The ISPB provides contractual oversight for UNICOR's central office components and assists the business groups with various contractual matters, as required. In addition, this branch provides and facilitates contractual services for other government agencies in support of UNICOR's mission.

MISB

Management Information Systems Branch

The MISB provides computer infrastructure support for UNICOR's field facilities and central office. MISB facilitates access to enterprise resource planning systems, financial management systems, and all manufacturing processes aspects through Systems Applications Products in Data Processing (SAP).

SBMD

Strategic Business Development & Marketing Branch

The SBDM is responsible for planning; research; market and economic analyses; external communications; corporate-level marketing; constituent relations; customer service for the entire corporation; oversight and maintenance of UNICOR's website; and oversight of the The Customer Service Center located at FMC Lexington, KY.

Operations are organized into business groups that represent FPI's manufacturing and service capabilities.

Clothing and Textiles Group

The Clothing and Textiles Group (CTG) provides a wide range of products, the majority of which are procured from a distinct cadre of customers on a contractual basis. Individual orders can likewise be placed through the CTG's online store. Items include military clothing such as army combat uniforms, physical fitness apparel, shirts and cold weather gear. In addition, specialty bags (for helmets, tools and the United States Postal Service), body armor, gloves, household items (mattresses, towels, linens, custom drapes, bedspreads), as well as screen printing, embroidery services and textile repair services are offered.

Office Furniture Group

The Office Furniture Group (OFG) offers a full spectrum of products to furnish virtually any environment, from reception/lounge areas, dormitory settings and medical offices, to executive suites. Product lines include systems/modular workstations, wood case goods, file and storage offerings, office accessories, and seating appropriate for all venues. And all OFG factories have achieved ISO 9001:2000 certification

Industrial Products Group

The Industrial Products Group (IPG) offers a diverse range of products which include agency seals, traffic /architectural signs, vehicle tags, name plates/tags, filtration services, and lockers, pallet racking and catwalks, prescription and safety eyewear, security fencing, as well as a wide variety of recognition and promotional products.

Electronics Business Group

The Electronics Business Group (EBG) is heavily-relied upon by the Nation's military to provide cost-effective, precision manufacturing. Product lines include cable assemblies and wire harnesses, circuit boards, electrical components and connectors, lighting and power distribution, fiber optics, communications and plastics/molding technologies.

Recycling Business Group

The Recycling Business Group (RBG) offers electronics recycling which meets all federal, state and local requirements. If an item cannot be reused, it is broken down into recyclable component parts. The RBG is ISO 9001:2000 certified by the International Standards Organization. Currently, eight processing centers and six collection sites are located throughout the country, and during Fiscal Year 2008, the RBG processed more than 37 million pounds of obsolete and excess electronics from both the private and public sectors which saved precious landfill space.

Fleet Solutions Group

The Fleet Solutions Group (FSG) provides a complete range of fleet modernization and remanufacturing programs including tactical vehicle and vehicular components manufacturing (RESET/RECAP), retrofitting and conversion services, as well as fleet asset services.

Services Business Group

The Services Business Group (SBG) offers a full range of services which include data and document conversion, digitizing, electronic imaging, printing and bindery, contact center/help desk support, forward/reverse logistics, as well as warehousing and distribution.

Oversight

UNICOR's leadership ensures that operations are carried out in a safe, secure, and responsible manner. Additional oversight is provided through congressional reviews, independent auditing firms, the Government Accountability Office (GAO), and other external entities.

General Oversight

As a component of the Federal Bureau of Prisons, FPI is subject to regular congressional oversight by the House Judiciary Committee. Several hearings on the program have been held over the years.

Health and Safety Oversight

Working conditions for inmates are the same as you would find with any other job in the local community. FPI Factories are in full compliance with all Federal, State, and local laws, including the Occupational Safety and Health Act (OSHA). In addition, each location is staffed with a full-time safety manager.

Operational Oversight

The General Accounting Office (GAO) conducted three separate studies on FPI's customer satisfaction rates, delivery performance, and product pricing during the late 1990s. The various studies contained several recommendations which have since been implemented. The reports (#GAO/GGD-98-50, #GAO/GGD-98-118, and #GAO/GGD-98-151) are available on GAO's website at www.gao.gov.

Financial Oversight

Annually, FPI's financial statements are reviewed by an independent audit firm, the results of which are published yearly in FPI's Annual Report.
