Shannon W. Phelps
Shannon W. Phelps is the Regional Director for the Southeast Region. Mr. Phelps began his career with the Bureau in 1992, as a Correctional Officer at FCI Texarkana (TX). He served in positions of increasing responsibility, including Case Manager at FCI Texarkana (TX), Unit Manager at FCI Seagoville (TX), and Executive Assistant/Satellite Operations Administrator at FCI Three Rivers (TX). Mr. Phelps also served as the Regional Executive Assistant for the South Central Region (TX) and as Associate Warden at USP Leavenworth (KS) and USP Beaumont (TX). He was the Deputy Regional Director for the Southeast Region (GA) prior to serving as Warden at FCI Edgefield (SC). In March 2021, Mr. Phelps assumed the role of Senior Deputy Regional Director for the Southeast Region.
In June 2022, Mr. Phelps was appointed to serve as the Acting Regional Director for the Southeast Region, and was selected for the position in March 2023. As Regional Director, Mr. Phelps oversees the operations of 22 Bureau of Prisons facilities, including two Federal Correctional Complexes and two Federal Detention Centers. He is responsible for the custody and care of approximately 27,400 offenders, and for providing oversight and guidance to more than 5,600 staff.
Mr. Phelps holds a Bachelor of Arts degree, with majors in Management and Marketing from Baylor University. Regional Director Phelps has been a member of the Senior Executive Service since 2019.
